The US government has reinforced counter-terrorism controls on aid operations in Syria. New contractual terms require US-funded organisations to get special permission to provide relief in areas controlled by extremist groups. The move further complicates aid operations for those trapped in Syria’s last rebel stronghold, Idlib, where two thirds of its three million people need assistance.
Cotton worms devastate Raqqa crops in latest blow to struggling agricultural sector (24 September, 2018)
After the main economic sector of the area was left in tatters due to prolonged warfare, waves of worm infestation has devastated farmers and their land in and around Raqqa. An unusual climate, combined with ineffective pesticides used, contributed to this epidemic. A severely crippled administration in Raqqa has been attempting to do what it can, through measures such as market regulation and cooperation with sectors of civil society, though it seems that this may not be enough.

Iran says Israel will ‘regret’ further attacks on Syria (27 September, 2018)
Israel, who is increasingly concerned over the prospects for entrenchment of Iranian forces in Syria, has admitted to conducting more than 200 attacks on Iranian targets over the last two years. The secretary of Iran’s Supreme National Security Council has threatened Israel with Iranian reactions that would cause regret.
Syria FM: Our battle against terrorism ‘almost over’ (29 September, 2018)
At the annual United Nations General Assembly, Syria’s top diplomat slammed international interference, denied use of chemical weapons by the Syrian regime, and boasted that Syria is now ready to welcome the more than 5 million Syrian refugees abroad with the war coming to an ostensible close after seven years. Throughout the speech, Syrian sovereignty was reaffirmed.
First rebel group begins withdrawal from demilitarized zone in Syria’s Idlib (30 September, 2018)
On Sunday, the Syrian Observatory for Human Rights claimed that the rebel group Failaq al-Sham has begun withdrawing forces and heavy weaponry from a demilitarized zone in northwest Syria. This group becomes the first to comply with the demilitarized buffer zone agreed upon by Russia and Turkey.
‘Who let you live in this home?’ In Afrin, Turkish-backed rebels seize homes, evict displaced Syrians (1 October, 2018)
Local officials and residents say that rebel forces are arbitrarily evicting displaced Syrians, while rebel factions claim they are addressing the issue and Turkish authorities claim they have little control over the actions of rebel groups. Civilians returning to Afrin after being initially displaced by Turkish forces during Operation Olive Branch are finding former homes housing Syrians displaced from elsewhere in the country. Several residents accuse the rebels of utilizing the situation to secure economic benefits.

A Syrian man who spent nearly seven months living in a Malaysian airport has been removed and placed in police custody, officials say.
Suwayda protestors demand answers after kidnapping negotiations collapsed, second IS captive executed (4 October, 2018)
After the Islamic State executed its second captive since capturing some 30 people, mostly women and children, protests broke out in Syrian government-held Suwayda, demanding answers and the Syrian government and Russian forces do more to secure the release of the captives.
Syrians return home after years as unwelcome refugees, but there’s little cause for celebration (5 October, 2018)
Wanting to show it’s in control, the Syrian government of Bashar al-Assad has begun relocating Syrian refugees in Lebanon back to Syria, paying for the buses to take the families home. The families have been heavily vetted so as to prevent any opposition-linked refugees from returning. This is in spite of the fact that refugee groups and the UN still consider Syria to be too dangerous for Syrians to return, either because of fear of fighting between militants or reprisals from the government.

Syria rebels say to remove heavy weapons from buffer zone within days (7 October, 2018)
Syrian rebel group the National Liberation Front (NLF), backed by Turkey, has said it will finish removing heavy weaponry from a buffer zone in northwestern Syria agreed upon between Russia and Turkey very soon. Hay’at Tahrir al-Sham (HTS) has yet to make its position clear regarding the buffer zone.
Syria displays artifacts retrieved from rebel-held areas (8 October, 2018)
An exhibition in Syrian capital of Damascus is showcasing about 500 artifacts, just some of the over 20,000 artifacts that have retrieved since the start of the civil war.
Syria offers amnesty to military deserters, but exiles are cautious (9 October, 2018)
According to the Syrian government, military deserters will be granted amnesty, a move framed as a way to encourage refugees to return home. Those within Syria will have four months to take advantage of the amnesty, while those outside Syria will have six months.
Coalition must do more for Syria’s smashed Raqqa: Amnesty (12 October, 2018)
Nearly a year after the battle to liberate Raqqa from the Islamic State, 80% of the city is in ruins. The coalition has done little to help rebuild the city which is still struggling to recuperate after the battles between coalition forces and the Islamic State.
Syria ‘expands state control’ with strict new laws governing religious effort (14 October, 2018)
Syrian President Assad has signed into law a new bill granting the ministry for religious endowments, or ‘waqf,’ additional powers. The ministry already oversees religious affairs in the country. The new law gives the waqf minister the ability to name the next mufti. It also sets the mufti’s term at renewable periods of three years. It also stipulates that preachers cannot attend conferences without the waqf minister’s permission, and forbids the stoking of sectarian hatred or using religion for political purposes.
Jordan reopens vital border crossing with Syria amid talk of diplomatic ‘normalization’ (15 October, 2018)
Closed since 2015, Syria’s southern border crossing with Jordan, the Naseeb crossing (known in Jordan as the Jaber crossing), has been partially reopened. Travellers would have to obtain prior security pre-approval.
Trade grows as Souq al-Hal market thrives in Syria (15 October, 2018)
The Souq al-Hal market in northern Aleppo’s al-Bab has been thriving, providing jobs for hundreds. Crops and produce traded there flow to regime-held areas, as well as to other opposition-held areas, coming a long way since falling into the hands of the Islamic State (IS) in 2014.
Hardline groups within Idlib buffer zone defy withdrawal deadline as rebels, government exchange fire (15 October, 2018)
Hardline rebel group Hay’at Tahrir al-Sham (previously Jabhat al-Nusra), which has significant presence in about 60% of Idlib, has defied the buffer zone agreed upon between Russia and Turkey. Another hardline group, Turkistan Islamic Party (TIP) also appears to be digging in its heels for a battle with the regime.

A year after the Islamic State (IS) was forced out of the city of Raqqa, civilians still struggle with the daily consequences of the US-led offensive. UN: Syria has withdrawn controversial property law (18 October, 2018)
A UN humanitarian aid official has said that Syria has withdrawn the controversial law that allows the government to seize property left behind by Syrians fleeing the war. The official also said that the Syrian government will allow convoys of aid to enter the Rukban area in southern Syria near the Jordanian border.

In response to perceived Israeli disregard towards the safety of Russian personnel, the Russian defense minister has announced a decision to send sophisticated S-300 missiles to Syria. This comes after relations between Israel and Russia frayed after 15 Russian personnel were killed after a Russian plane was shot down. Israeli analysts have warned of how this move would complicate operations.

The Trump administration has opened a new chapter in American involvement in Syria, vowing to remain until the civil war’s conclusion in a bid to halt Iran’s expansion across the Middle East.
Iran fires a ballistic missile at ISIS in Syria, avenging an earlier attack (1 October, 2018)
On early Monday, Iran fired six medium-range ballistic missile at what is believed to be an ISIS base. The Iranian Revolutionary Guards said that this attack was a response to the attack in Ahvaz, Iran at a military parade in which 25 people were killed.

Months after its visit to Lebanon, the German far-right identitarian NGO, Alternative Help Association, visited Syria and urged refugees to return to the country, which it considers safe for return.
Russia presses Europe to break with Trump and help rebuild Syria (11 October, 2018)
A senior adviser to the Russian government has said that Russia is pressuring Germany and France to help rebuild Syria so refugees can go home. The Turkish president Erdogan has pledged a military campaign against US-backed Kurdish forces who control most of northeastern Syria. The offensive would include Manbij, after the US failed to pull Kurdish fighters from this strategic town.
Jordan and Syria to reopen Naseeb border crossing (14 October, 2018)
Three years after rebels groups took over the commercial lifeline and traffic halted, Syria and Jordan have agreed to reopen the vital border crossing. Jordanian officials said the border crossing would reopen on Monday.
Syrian jihadists signal acceptance of Idlib deal (14 October, 2018)
After taking time for “consultation,” Syrian jihadist group Hay’at Tahrir al-Sham signaled that it would abide by the Russia-Turkey deal, though not explicitly so. Turkey has been working to to persuade the group to abide by the agreement.

ISIS's Second Resurgence (2 October, 2018)
The Islamic State of Iraq and al Sham (ISIS) is reconstituting a capable insurgent force in Iraq and Syria despite efforts to prevent its recovery by the U.S. Anti-ISIS Coalition. The U.S. Department of Defense stated in August 2018 that ISIS retains nearly 30,000 fighters across Iraq and Syria and is “more capable” than Al-Qaeda in Iraq - ISIS’s predecessor - at its peak in 2006 - 2007.

قامت مجالس محلّيّة عدّة في منطقة درع الفرات في ريف حلب الشماليّ في 15 16 و17 و18 أيلول/سبتمبر 2018 بإصدار قرارات تمنع سفر المواطنين المقيمين في منطقة درع الفرات التابعة إلى الجيش السوريّ الحرّ إلى مناطق سيطرة النظام في مدينة حلب وغيرها من المناطق، باستثناء الحالات الإنسانيّة القصوى، المرضى وكبار السنّ، وذلك بموجب إذن سفر يحصل عليه الأشخاص الراغبون في السفر من تلك المجالس.

تعتمد السويداء في اقتصادها بشكل أساسي على الموارد التي تأتيها من عمل أبنائها في الخارج سواء في المدن السورية الأخرى أو في دول الجوار وأميركا الجنوبية، إلا أن تفاقم مشكلة الخدمة العسكرية حرم الكثيرين من السفر، ومنع الكثيرين أيضاً من الزيارة، حتى أن بعض الشبان الذين جاؤوا لقضاء إجازتهم في البلد تفاجؤوا بطلبات الاحتياط تنتظرهم ليُمنعوا من السفر ويخسروا عملهم وأرزاقهم في الخارج، وبهذا أصبحت الكثير من العائلات منقسمة ومشتتة بين الداخل والخارج.

طالب السوريّون في الشمال السوريّ الواقع تحت سيطرة المعارضة المسلّحة بإسقاط هيئة التفاوض السوريّة، التي يرأسها المعارض السوريّ نصر الحريري وبعض الشخصيّات المعارضة أعضاء في هيئة التفاوض السورية. واتّهم النشطاء المعارضون هيئة التفاوض بتقديم العديد من التنازلات لصالح النظام السوريّ وروسيا.
